Lessing to 3 gallons

Was wondering bout doing 3 gallons of brew would I reduce everything including water?

Yes if you scale down a 5 gallon batch to a 3 gallon batch every ingredient would be less. there are recipe calculators that can help you scale a recipe. It isn't necessarily as simple as only using 3/5ths of the ingredients.
