Any comments on giving away homebrew at a private event at a restaurant in CA? No money or services rendered.

Varies by state. In VA you just have to purchase a one time event license, it's 60 bucks I believe. Technically, I think you are supposed to have one for any event where beer is being given away, but I doubt the ATF is going to raid a wedding. A restaurant is a different story.
VA is not a very alcohol-friendly state so I'm sure it will be even easier for you.
