Leaking manifold!!!

Ok so i've dropped off the face of the earth over the last 18 months while i learned the joys of parenting. I've brewed a couple batches recently and now i'm in need of help so i'm back.

I have a regulator hooked up to a 4 way manifold.

the regulator reads 26 PSI at full blast (i'm force carbing a big Scottish)

Is this a safety feature on the manifold. If so i'll just hook it up straight to the regulator at 25 PSI and let it sit for a day. If this is a leak i should be concerned with, how do i fix it? And worse case scenario, can i unscrew that safety and screw in a brass blug???

I bought a prebuilt manifold and when I started to trying to change things out, I realized they over torqued everything when the tightened it up and they were stripped out when being removed. The LHBS was nice enough to swap for a new one, but just a heads up.
 
Does the leak stop below 25 PSI? Could you force carb without going through the manifold? This looks like it may be a high pressure blow off valve and I'm sure if you really wanted to, you could replace it with a plug. I would think that a blow off valve on a manifold would be rated to around 60 psi or so, may be this one has become weak.
