I am in final prep before I start buying the items to build a double tap kegger. Do I need a regulator with a guage for each keg or would splitter be good enough?

A splitter is just fine if you want the same pressure on both beers. Do a search for "manifold" and you'll have plenty of reading

Exactly! You can have a "T" or "Y" splitter, or a manifold, depending on how many kegs you have on tap. When you have one regulator, you can have many kegs on it, as long as you realize you can only have one pressure. I have both a "Y" AND a manifold, so I can have 5 kegs on the gas but only on the same pressure.
