Can anyone give me a summary on how those levels affect my beer?
 
It should work fine for most beers as long as you remove chlorine/chloramine and calcify the mash with calcium chloride and/or gypsum as appropriate. Paler beers might need a skosh of acid or acidulated malt.
 
That's some mighty fine base water to come out of your tap.

The carbonate here is over 400 and the sodium's over 200. It's basically good for showering and flushing your toilet.
 
Sorry to hijack this thread but how did you get your water quality report? I found one online for my area but it really isn't helpful.

You ask the right people at your utility provider (this info is important not only for brewers, but also aquarium owners), or by taking a sample and sending it in to be analyzed by a place like Ward Labs.

Yeah, I work for the city I live in so I just sent an email to one of the water guys. I'm sure the people in your utility billing department can give you the right contact info.
