Is there a formula to convert recipes from partial mash to AG?

Well, you should be able to look at the percentages of each extract and go from there. Ray Daniels (in his book, Designing Great Beers) describes pretty well how to convert recipes, not only the quantities of ingredients, but how different grains must be used by the extract brewer trying to replicate AG brews. I definitely recommend the read.
 
I think it is something like .6 lbs of LME to 1 lb of base malt. Depending on your efficiency of course

That's close, but not right.

1 lb grain = .75 lb LME = .6 lb DME

Be forewarned though, a lot of people don't measure out their LME/DME properly...0.75 lb LME is actually 12 oz and 0.6 lb DME is 9.6 oz. ;)

For future measurements sake, 0.1 (decimal) is 1.6 oz.
