It's hard to tell in that picture. Are those white patches on the carboy or the surface of your beer? If it is just patches of small bubbles, then it's probably CO2 degassing...
 
Best I can tell it does seem to be small bubbles, but it's even tough for me to tell up close
 
And the white patches are on the surface of the beer - not the carboy itself
 
I wouldn't be too worried about it, honestly. It's probably just CO2 bubbles.

Just curious, why did you rack to secondary?
 
I use a plastic bucket for primary, I've found it to be easier to clean a carboy of the residue/scent of dry hops so I tend to rack to a secondary for dry hopping IPA's.
 
I'm sure you understand the potential risks with racking to secondary so I won't interject my opinion. I do, however, totally understand the "funk" that plastic buckets get and I've found that PBW will help with this smell if you let it soak for a few hours. Cheers.:mug:
