Help my fermenter looks gross on top! These white circles don't look good, any help with what this is?

That is infection. Do you like sour beers? Taste from underneath if you do. Be ready to replace any soft equipment if you decide to rack and bottle.
 
So I'm extremely new to brewing so these may be dumb questions. Just bare with me if they are....

1. What would cause that kind of an infection? Not sanitizing thoroughly?
2. What kind of fermenter is steel? They're usually plastic or glass, aren't they?

1. Could be poor sanitization or something got in when opening the lid possibly.

2. I believe SS brewtech makes stainless steel brew buckets. Or could be the top view of a conical which are usually stainless steel also.
