OK so I went with a larger kettle and now when I brew 'normal' 5 gallon batches my IC is not efficient at all. The wort level is so low that the majority of the IC is setting in the open air.

So my question is has anyone ever built or know of an IC that 'straddles' the electric element? I have read quite a few comments from people with this exact problem but haven't found any acceptable solutions. And by acceptable I mean I don't want to do 'no chill' and I don't want to use a CF chiller. I have a CF now and it goes through a lot of water with my high temp ground water.

Any links or suggestions to get me going in the right direction would be appreciated.

You could put the IC in an ice bath and run your water through it first then to the CF.

Or, You could gently bend the bottom loop of the IC so it straddles the element.
