how to read hop addition

I have just received an all grain American IPA kit from OntarioBeerKeg, and the instruction for the Hop addition are confusing me. It says 60min:1oz Chinnok, 15 mins, 1 oz chinook and 0min: 2 oz of cascade... is the time, time remaining of time elapse? For example, when is says 60 mins, is it right at the beginning, or at the end?

It reads as total time boiled. IE.. the 60 min addition is added when there is 60 mins left in the boil.
