you just siphon into the keg. As for additional parts, you'll all the stuff shown here.

For serving, you can use a cobra tap or a tower instead of the shank that's shown

For normal kegs which u get beer with u just use a hand pump without any co2 right?
So if i was to fill one of those i wouldnt need anything else right?
 
the hand pump is just means to pressurize the keg. You can use sanke kegs with a Co2 system. Typically if you buy a commercial half keg for a party or something, the beer will either be consumed in one day or thrown out... so pumping air into the keg is not a problem. If you buy a half keg for your own consumption over several weeks, you would need to put C02 in there. You could put a hand pump on a cornie keg if you wanted to....
