duboman is correct. You may even want to let the hops steep for a bit before you get the wort to a boil. All grain peeps add the hops at the 1st runnings and then sparge can take up to an hour so obviously at this method the hops will be steeping in the 150* wort much longer then just pulling the specialty grain out and hops as you reach boiling. Probably not a dramatic difference. I think you could probably add the hops while you are steeping your specialty grain!
 
Just to make sure I have this right:
-after they grains have been removed add the hops to the kettle
- should i start to bring the water to a boil immediately or steep the hops for a little? If so how long?
-once it is boiling do I leave the hops in or should they be removed?
 
I say before or after you remove the grain.

You could let them steep for 15 minutes or so. If you brew via the stovetop it probably takes awhile to get a good boil anyways.

Leave them in. They magically turn into your bittering hops :)
