I have been using the stainless steel flux to clean up the heat marks after I do some soldering. Today I was working on a false bottom, so lots of area of metal instead of just some bolts and will also be inside my kettle.

If feels slightly greasy/tacky after this and I tried to use some soap and a scrubby to get it off. Not working so much. Any thoughts?

Bar Keepers Friend works very well for cleaning stainless after soldering. It's also cheap, will last for a long time, and can usually be found at HD, Lowes, and the like.

In the future, you can keep a damp rag nearby and after waiting a few minutes for the joint to set, you can easily clean the flux while everything is still hot.

This isn't heated flux. This is flux I put on a rag to wipe up the heat marks after the joint was made. Flux cleans up that discoloration and allows the stainless to repassivate.
So this is just flux but doesn't seem to wash off with soap and water.
