I think as long as you store it in heavy duty, thick plastic bags, dry and cool, it should last years.
I store my grain and DME that way. Cool as in under 75-80F in a spare room that has central AC in Summer.

That is a lot of lactose. I don't think I've used a total of 10 pounds in my ~15 years of brewing...
