You would want to check to make sure it was capable of maintaining a full boil which you are not doing with tea or coffee in an urn.
 
There is an instructable about how to brew beer where the guy uses an urn like you one you show as both a mash-tun and boil kettle. He mashes in the urn with the grains in a bag, drains through a strainer into a bucket, removes the spent grains from the urn, and then returns the wort to the urn for the boil. Seems to work well enough for him.
