my kit has a hop schedule of 1/2 oz 60 min and 1/2 oz 5 min. do i add the first when it starts to boil then the second 5 min before end of boil ?

Assuming you are boiling for one hour, correct!

Yep you got it! Hop schedules are always shown as a countdown; i.e., the time indicated is how much time you still have to boil before you're done. 60 Minutes is the most common boil time for ales, but you do occasionally see recipes with longer boils.
