Hop schedule question

What does it mean when it says (0 Minutes)? Is this dry hopping? The reason I ask is because I usually filter my wort before move it to the primary.

Some folks add a bit of hops right at flameout; typically done for aroma, maybe a touch of flavor.

Dry hopping is post-fermentation.

A flameout (aka 0 minute) add will extract very light aroma oils without boiling them off.
