Looking to get an equal amount of aromatic contribution from cascade and simcoe piney/grapefruity would I use a ratio of 1-1 or use a little more of one or the other. Would probably know if I took good note but I dont :(

Simcoe is really oily, and is a little more assertive than Cascade. I'd use like 2-1 if you want an equal contribution from both. Both have a grapefruit aroma, so if you want grapefruit aromas, that's the combo to use.

My simcoe is from last years harvest and the cascade is this years crop so maybe 1.5 to 1 just want them in balance and to compliment each other

If the hops have been kept in the freezer, I wouldn't compensate. If they have been in a fridge, then yes, 1.5 to 1 sounds fine.
