So I've tried hooking up my corny keg that I got for Christmas tonight. I have a gallon of beer brite in the keg right now and the directions said to use the CO2 to push this cleaning solution through the hose. I have everything hooked up and the pressure up to 25 psi. How long does it take to pressurize in order for me to press the button on the tap and it dispense?

got it, disconnects werent pushed on correctly

I assume the regulator is supposed to be making noise when I depress the tap?

Should I use this keg lube that came with my package?

Always lube up your seals.

But that isn't your problem. Make sure the gas supply ball lock connection is all of the way down. Check valve open. Regulater out pressure up @ least 5psi most likely more. Tank valve open.

If this doesn't make sense find a barback or another local homebrewer.
