This is not always true. I'm in an HOA neighborhood, and we had a problem with a neighbor raising a rooster. Not just against the HOA rules, but a violation of the county we are in. It really shouldn't be that hard to read the rules and decide if you can abide by them, but I guarantee most don't.

Huge difference in raising chickens and roosters in your back yard and brewing in your home.
