One of my friends is giving me some soda kegs this week. I have the fridge already. I live in a rural town in Tennessee, what is the best way for me to get a used CO2 tank and also what should I be paying for one? Is it better to buy new?

I would just buy a new 5 pound aluminum tank. That way you know the pressure inspection is current.

You can get them filled at paintball stores. In fact, you can use a paintball tank for your CO2 tank (with an adapter), though you will have to get it filled more often.
 
Watch out for those yella chickens in Cookeville! Knoxviile has a good beer supply store on Kingston Pike if you are in the area.
 
I know Knoxville is abit of a drive, but if you are in the area..
Holston Gas in downtown Knoxville will fill up a 5# tank for 15$.
I get mine filled up at Fire Pro Sales for only $8.

See if there are any welding gas / paintball / fire extinguisher service stores in the Cookeville area - they should be able to help you out, perhaps even sell you a new tank for about $70. You can also try and find one on craigslist for cheaper, just make sure the inspection is not too far out of date.
