Is there an online store that can give me exact ingredients for my recipe? If I submit my recipe to the store can they just fill it and send it to me? Would there be value in this kind of online store? What do you guys think?
 
Many homebrew stores will weigh out your malts, exactly, but your hops typically come in 1 oz vacuum or Nitrogen flushed baggies. Some places will measure out the exact hops amounts from their bulk stock too. You do pay for that "convenience" one way or another.

My local store, which also does mail orders, assembles their own kits like that. Many stores do. I'm quite sure they would do any recipe when asked.
 
Several out there have recipe builders you can use that will give you the option of "adding to cart" hen they'll let you know if they have it. Homebrewsupply.com has a pretty good version of this.

Based on the underlined, it almost seems like you are considering setting up an online HBS.
