1.Can under pitching yeast resault in a heigher than expected FG ?

2.If I under pitch my yeast , and the FG is not down to where it is supose to be , can I add another batch of yeast 14days into fermentation to help get the low OG that is ecpected ?

Is a higher than expected FG a problem you're having right now? I've read on the board here that extract brews are known to have higher FG. I've had some finish at 1016 from a OG of 1056 when I expected them to be 1012 for instance. Was nice beer anyway for sure.

What is Extract ?
Im guessing not mini mash or all grain RITE ? extract = malts .

Liquid malt or dry malt stirred in, the more extract the more likely the FG could end higher from what I understand. Mini mash will have some extract, the last brew I did was a mini mash with 5 lbs of liquid extract added.

Give some specifics: fermentation temps, yeast used, recipe/ingredient list, gravities.

Details, details, details :D

Please post style, ingredients, procedure, OG, ferm temps , type of yeast and amt. pitched also dry or liquid ( if starter was used) and FG. without these noone can help with what you have going on.
