I've got a can of this in the fridge but want to brew it as well to see how close I can come. I don't have any experience or care to use Hop Extract (if I don't have to). Is there something you think I can substitute in?

Also, doesn't 4 packs of Cali 001 sound over the top for a 5 gallon batch??

Yeah, it is over kill. I would argue that you don't even need a starter and could use 1 vial, but I would recommend a starter.

I have no idea what hop extract is. Hop oil?
 
For the Hop Extract just use a clean bittering hop to the same IBU's added. And yes, 4 packages of WLP 001 is absurd for a 5 gallon batch at 1.070. If you can't make a starter maybe do 2. But not 4.
 
You got me. The name alone is reason for me to just look at it and laugh. I've never used it, but I imagine there are other similar products available.
