Help me with this crappy LPG burner

I just paid a silly amount of money for a new LPG burner as I've been searching for months for one in NZ but the options are extremely limited so I bought this heap of junk https://campmaster.co.nz/product/campmaster-4-ring-gas-frame-ring-burner-with-qcc-regulator/

I can't even fit the spacers or some of the washers as the screws that came with it are far too short.

Assembling it was a nightmare too and I don't even know if it's assembled correctly (see pics). Can anyone offer me any advice on this? I have tried the suggestions of other forum members with regards to buying a better burner but they're not available locally and the shipping cost is more than double the cost of a burner if I were to go on eBay or Amazon.

I've attempted to light it as I can't find any leaks with a spray bottle with a little dishwashing liquid, but it won't ignite properly. I can get 1 of the 4 burner rings to light for about 1 second before it goes out. It is fairly windy outside today though...

Propane appliances need a LOT of air to work properly. I don’t see in the pictures you provided what the adjustment specifications are supposed to be on the parts they are calling “aeration disc”. I would try screwing them out/ away from the burner so you get more air flow. More of a gap won't hurt (the one on the right is almost closed shut)... try about a 1/4" gap or more on each of them and I'll bet you'll be cooking with fire.
