It has been a while since I've brewed, plan on brewing a Golden ale.
I thought I might use my witte grain bill but use Notty and Centennial.
Any thoughts or opinions?

6 lbs. pilsen malt
1.5 lbs. white wheat malt
1 lbs. unmalted wheat flakes
.5 lbs. pregelatinized oat flakes
 
It’s certainly your choice. Brew it and see what you think.

FWIW, I have a Golden Ale on deck. I’ll probably go with something like 50/50 with Maris Otter and Pale Malt (regular 2-row) which is kind of my standard British base. Depending on my mood I may go 60/40 (more likely) or 40/60 but I doubt it really matters. I’d probably add half a pound of Victory/Biscuit and that’s it. I may sneak in a pound of Vienna just to guild the lilly but could easily leave it out.

A pound of wheat doesn’t sound bad but I’ll probably not add it.
 
I'd ditch the oat and wheat flakes and add some vienna or a splash of crystal 10 or 20 for a little color.
 
I agree with brewbama, it's your beer but I wouldn't use that as a base for a golden ale. Not to say it won't taste good of course!

For golden ales I tend to do 100% extra pale MO or normal MO/ pale ale malt or pilsner malt ( I like bohemian pilsner malt for this). Sometimes I'll add about 5% torrified wheat. Almost never crystal but you could add 5-10% light crystal or similar if you like those flavours in a golden ale.

keep it to about 1.045 and about 40IBUs with a fair amount of flavour/aroma hops.
