So I'm brewing bee cave brewery robust porter, and I'm smoking some meat at the same time and I just cooled my beer to pitch temp and realized I forgot to add hops, can a just add water to the pre boil volume and start the 90 min boil again and add hops at 60 min or is it scrap. I need some help asap

Dry hops won't give the bitterness you want. I'd boil it again for however long the hops need. (30 minutes is probably plenty) Add more water if you need to but not to the pre-boil volume; you don't need that much. Just enough to account for the boil-off.

You could also make "hops tea" and add that, but good luck calculating how much. That's probably the best solution if you can figure out the amount.
 
So the added water to the same level as another beer I made around the same O. G and will do a 60 minute boil and hope for the best.
Note to self: when making beer, only make beer.
 
Did you pitch your yeast yet? If not you can reheat if you did dry hop with a bitter hop. It is never scrap until it fails the taste test my friend
 
Nope didn't add yeast, had just cooled it and noticed my hops on the table. Classic case of doing to many things at once
 
I’d add half your hourly boil volume or a little less, add a bittering hop and only boil for 20-30 minutes. It might not be the beer you were originally going for, but it should be close.....otherwise what @bracconiere said
