flaked barley in pale ale?

well this problem I have is because my mash is too thin. Its at 1.65 qt/lb of grain. I have a pound of flaked barley that would help that.

Is it necessary?

Its typically used for stouts and strong ales for body and head retention. Does it fit with the Blue Heron clone Im doing?

That mash ratio is fine anything between 1-2 qts/lb is fine. 1.25 qts/lb is just a compromise really. I have used .5lbs of flaked barley in my IPA's before, though. The head retention is really nice. Since your already adding wheat, I don't think you need it.
 
The flaked barley will add mouthfeel and body to the beer, but it will be harder to clear in my experience. If you don't mind a touch of cloudy, it will be fine.
