Heres a lesson...dont start brewing when you are half asleep...

So I am an extract brewer and when i put in my steeping grains I dumped in 1/4lb of biscuit thinking it was carafoam.

Biscuit malt, according to my limited knowledge and crappy search abilities, needs conversion. It was steeped for 30mins with Crystal 15.

What would this do to the final product, an ipa of sorts? The wort looks cloudier than usual.

Most biscuit malt needs to be mashed with a base malt to provide enzymes to convert it. You will have extracted some proteins (explains the cloudy) and possibly some "toasty" flavor. The beer may have a heavier mouth feel and some extra richness, I bet it will still be good!
