A friend of mine is kegging two different ipa's. He has both of them in a keezer and they have been under pressure for four days now and still are not carbonated. Anyone have an idea as to why? I've never heard of force carbonation not working.
 
Without shaking/rolling, the beer wont absorb the CO2 that quickly. If you just set the pressure to 10/12 PSI, you'll need to wait two weeks before they will be done.

Assuming 38*F, one day at 30 psi, then 2 days at 20psi followed by reduction to 10psi for a couple days ought to get you close. Remember that it takes the beer a while to get to 38*F after you put it in the keezer.
 
Allow ten days at serving temperature and pressure. Since the CO2 can only be absorbed at the top, it's a slow process. Pull them out and shake them for 30 minutes and they'd be carbonated.

I used to shake when I first began kegging. I don't anymore since it took so long for the beer to clear again. One batch never did.:(

I like to either wait a couple weeks at serving pressure (first choice) or up the pressure short-term (30->20->10), not shake, and enjoy clearer brew sooner.
