This is an extract brew (APA) with 6 lbs LME and 1 lb DME, summit/cascade/centennial hops, and .75 oz of lavender. I brewed it on the 7th of this month, and used wyeast 1506. Now, I planned on throwing a lavender tincture in today, but the brew seems to still be in primary. Is this normal with this kind of yeast? I've never used it before. Furthermore, I should wait, no matter how long, until it's out of primary, right?
 
You brewed on the 7th. Today is the 14th.

Yes a beer can be done in that time. Personally, I never look at a beer until at least 14 days, usually longer.

Don't rush it. Yes, it is normal for a beer to still be going after 7 days.
 
I've used Nottingham for numerous beers and it is know to be a fast fermenter but my latest batch is still fermenting after a month. Yeast have their own ideas about schedules and you can't hurry them.
 
Your beer and yeast are normal. Yes wait till it's done with both primary and secondary fermentation (when the gravity stops falling) before adding the lavender. Might not be a bad idea to rack it onto the lavender in a secondary fermenter.
