My first batch! Just started today...unsure if I've filled the econolock/air lock device correctly....its half full per the instructions but not sure if any liquid should be in the narrow tube portion of the device that goes down into the bucket....Advice? Checked inside and there is foam on top....has only been in fermenter 4 or 5 hours....don't know if it should be bubbling at this point...it is not. Thanks!

4 or 5 hours is early. Wait for activity in the airlock until late tonight or tomorrow. Did you make a starter or just toss in the yeast? That would speed things up. There should be a faint line to fill the water up to if this is a 3 piece fermenter lock. Halfway is good if this is a 3 piece.
 
just threw in the yeast...it is a three piece and has the line I see but its filled 1/2 way....didn't know if there was anything i could do wrong.
 
Not really but some people who really worry about infection will fill the fermentor lock with cheap vodka or previously boiled then cooled water just in case some of the liquid gets sucked into the primary.
I just use filtered water and so far, I have never had the water sucked back in during my 4 batches.
 
And no water in the center section. Add water after you put the little domed piece over the center. 1/2 mark is correct and what HurricaneFloyd said; water be fine.
