first of all... is the following product dry or liquid yeast?

second... if it is liquid... are there any special instructions besides sanitize the package, cut it open with sanitized scissors, and pour it all into the fermenter after the wort has been aerated?

It is a smack pack, so you can smack it and let it swell up. But, it is usually recommended to make a starter.

Its actually a lot easier than it looks. You will be glad you did, and wonder why you didn't make starters sooner. I know I did.
