do they ever sink? i have a IPA that I dumped 4oz of whole leaf into the primary after 3 weeks. Right now they're just floating on top, and a good portion of them aren't even touching the beer.

will they ever sink down?
 
Sanitize some marbles and put them with the hops in the hop sock. Stainless screws, nuts and bolts also work. SINKEMLOW!
 
After 5-7 days of dry hopping I will cold crash my beer and that's when most sink to the bottom.
 
Mine never really sink, although they do weigh down and submerge near the top. But I prefer it that way because them I can simply use a strainer to skim them off before bottling.
