My first brew here... doing the Brewer's Best DBL IPA kit. Been in primary for 12 days now, had some good bubbling in the airlock for a few days, long since settled down. Ambient air temps may not be optimal since I just have one propane heater and turn it way down when I'm at work, and a bit at night... initially my temps were pretty consistent in mid 60s but lately my recent temps have been in the low, low 60s even less, one accidental spike to 86. Anyway, to my question, since I am not going to do secondary and my temps are pretty low, I was going to do 3 weeks in primary, then bottle... so is it okay to do such a long fermentation on dry hops, which were added after day 3?
 
It is best to dry hop after fermentation is complete. The CO2 produced during the fermentation can scrub the aroma, added by dry hopping, from the beer.

Specific gravity readings with a hydrometer are the only way to know when a beer is done fermenting and it will be safe to bottle. I usually take the first one at day 10 to 12. The second SG reading for a final gravity check is about day 15 to 18.

Check your first hydrometer sample for hop aroma. You might want to add some of the same hops again after fermentation is complete if the aroma you want is not there.
 
I'm sure this batch will be good, but dry hop after fermentation is done. Yeast in suspension is not good for hop scent.
