I'm making an american pale ale (first batch ever!) and racked the beer to a secondary last Thursday. The beer was actually amazing at that point. (I had a few pints and it tasted like a real nice best bitters real ale. Needless to say I was extremely excited and went ahead and bottled 4 grolsch flip tops of the stuff right then.)

Anyway, I added 1 oz of pelleted hops as I transferred to 2ndary, my question is: is there a max time I want to let it sit in 2ndary with hops? I was planning on 7-10 days but thought I may have read that after 3-5 days its overkill. Any thoughts?
 
I try to limit my dry hopping to around 7-10 days max. I have heard anecdotally that sitting on the hops longer can cause grassy flavors, although I have never personally tasted a beer exhibiting this characteristic (due to dry hopping too long).
 
Three days is probably too short to get much benefit from the hops. 7-10 days is about right. I had a similar question earlier this year and the consensus advice on this forum was that two weeks is about the maximum to avoid funky flavors.

FWIW, my method is to add the pellet hops to the secondary (which float to the top) and bottle after the hops have all settled out. I figure that signals the hops have given the beer all they can. That usually takes 10-14 days.

Did you prime the four flip-top bottles?

Oh, I don't know about that. I have dry hopped beers for three days before and the dry hopping came out fantastic and completely changed the beer.
 
I have gotten into the process of not using a secondary based on the advice here and I have an IPA fermenting that I want to dry hop. I know that dry hopping is when most people use the secondary, but mine are all full. Can i get the same effect dry hopping in the primary in a mesh bag?
 
I used a slightly heaping tsp for each of the flip tops (4 slightly heaping tsps plus minimum amount of boiling h2o) let cool and then poured roughly even amount in each of the bottle, not worrying about the left over sugar in the cup that I poured from as I'm not worried about low carbonation in those 4 beers.

I'd like to know about this too. Like you, my carboys are full (bad planning on my part) so I don't have anything to move my IPA into to dry hop...

There is a recent Brewing Network Sunday Session show that covers dry hopping. They mentioned something about using mesh bags. I dont remember the reason as to why it was ill advised, but here's the link to that particular show...
