Doesn't look like downy to me, but a picture of the underside of affected leaves would say for sure. If it is downy you should see some grey fuzz on the underside of mature lesions.

If I had to say based on those photos, I would say NOT downy. Doesn't look like nutrient to me either, I think just regular enviromental "stuff"
 
I'll double the "NOT downy" sentiment. The leaves are generally a lot more misshapen and generally show a stunted/distorted growth and a few that have 'hidden' from me developed the grey/black fuzz underneath.

I thought I remember being taught that that type of damage was called 'stippling' caused from a piercing mouthpart - my memory has acquired a little grey 'fuzz' over the years though. Just thought I'd throw that out being that it seems you're a lot more into bugs than I ever was.
