looking for more information on this, I understand the concept where we add hops to fermentation side twice.
My assumption is the total amount of hops used is the amount the brewer was expecting to use overall. If I wanted to hop 3bbls worth, the end result would be 3bbls no matter how it was broken up, 50/50, 60/40, 70/30, etc.

What has worked for others to achieve a nice juicy beer, example any of the DDH beers from Other Half or Tired Hands?

There are a couple of variations of Double Dry Hopping. I used to say that I dry hopped twice. Such as one charge for 5 days and a second (sometimes different) charge for three days. Others simply double the amount of dry hops for one charge. Split your batch or brew it again to try out the differences.

good call, experimentation is part of the brewing fun

I've asked around about this lately to homebrewers and pro brewer friends too and typically it really means just using double the amount of hops compared to traditional dry hopping. But it can mean both.
