I thought you needed to mash rather than steep the Vienna? I'd replace it, and the amber LME, with pale LME. There is crystal already in the amber and you are adding another pound of it (maybe 7lb Pale LME and 3lb Amber DME is enough, so you don't need to get any malts?). Also, consider adding Summit and Citra as hop stand or dry hops.
 
I would maybe change to 6.6 light LME and 3.3 Amber LME. I would also add more hops and later. Stick with the simcoe to bitter for 60 minutes, but I'd have additions at 10/5/2/flameout to get more hop aroma and taste. Adding hops at 30 minutes is quite an awkward timing because it is halfway through the boil. I've experimented at that time before, but have never had results as I feel like the hops that I add at that time turn more into buttering hops than flavor hops. If I were you, I would do the following:

6.6 Light LME
3.3 Amber LME

1 oz simcoe @60min
.5 oz simcoe, .5 oz citra @10min
1 oz citra @5min
1 oz citra @2min

Dry Hop 1 oz citra
