If you don't let star san dry and you were say sanitizing your fermenter with it would it then oxidize your beer.

I don't think so. Star san is widely used by homebrewers and commercial brewers. It is an acid sanitizer that works by lowering the PH and is neutralized as soon as it is diluted by adding beer or water to the fermentor. One of the benefits of star san is that it is a "no rinse" sanitizer.

Also I believe Star San does not work as well if you let it dry,
