If i force carbed at 12psi (set and forget) and then i turned down my PSI to 6-8 to serve, will my beer become flatter as I continue to serve?

Yes. The whole point to set and forget is to set, and forget. Balance your lines to the set pressure and leave the regulator alone.

It will eventually equalize with the PSI going into the system, yes. And it will foam for a bit too, as the 12 PSI comes out of solution, since it doens't have 12 PSI coming in to keep the C02 in the beer.
