Do you have a hose hooked up to the outside? It has to be lower than what is being sucked out.
 
It should suck out down to the bottom of the dip tube, but as said above, only if it's sealed all the way through the system, and the outlet is lower than the inlet.
 
I'm having the EXACT same problem, but with the side pickup tube. I, in fact, JUST emailed Bargain Fittings to see their recommendations.

There is a hose running from my ball valve and the end is definitely lower than the dip tube.

I'm open to suggestions...
 
Belay my last.. I fixed it.

How? I cranked down on all the internal connections. Like really REALLY cranked down on them. Everything is super uber tight and I've gone from wasting 1.5 gallons to *maybe* a few teaspoons. Granted, I had to tip the kettle slightly to get the last bit out, but that's not going to be a problem.

Thanks to this and all the other threads I found that addressed the issue.
