So I was curious if I could use a pilsner malt instead of a normal 2 row base malt in an IPA or different ales to get more of a malty flavor in my beer?

I used pilsen extract before I knew better. It was good, but I'd think it would be less malty and more neutral. No?

Pilsner malt is very subtle, with a "grainy" flavor. You can definitely use it, but if you want more of a malt backbone, I'd suggest a couple pound of Munich malt and/or .5 pound of aromatic malt. They add a bigger "maltier" flavor and are great in an IPA for character malts.
