Will this beer be ok or is it likely ruined.

May have lost a little hop presence but should be fine. Many brewers do 4 weeks + routinely.

I agree, probably good to bottle or keg. Easiest way to find out is to try some.

Could always dry hop it again with a couple ounces of hops to help "freshen" it up. Should be fine otherwise.
