5.5 gallon batch
60 min. boil

12 lb. american two row
1 lb caramel 60L
.5 lb chocolate malt
.2 lb black patent

mash at 158 for 60 minutes

collect 1st gallon of runnings and boil down to 1/2 gallon

1 oz. EKG (60 min.)
.5 oz. fuggles (60 min.)

1.063 O.G.
21.57 IBU
wyeast 1728 scottish ale yeast
 
It's not going to be very malty, use less chocolate and more crystal. Either that or use something maltier like golden promise or marris otter as a base malt.
