Could my new ferm.chamber have caused a higher FG?

I brewed an Irish red red over 2 weeks ago and finally had the chance to use the fridge I converted into a fermentation chamber. This was my 3rd all grain brew but the last two finished out around 1.010 now this one is at 1.021 and I feel that is kind of high. Now it has me wondering if the fermentation is really finished. I had the controller set for 64 and allowed it to warm up to 67 before the fridge would kick back on.The probe was taped to she side of the carboy but the oposite side felt like it was getting much colder than 64.
airlock was bubbling after 8 hours and a noticible floculation after 6 days.
Wyeast 1084 with active starter
mash temp sarted at 154 and fell to 148 halfway through so I heated it back up to 154. after 60 minutes final temp was 149.
 
Increase the temp a few degrees and wait a few more days.

Same recipe every time?
 
First time brewing this one and it has I actually took it a out of the fermentation chamber for the last 3 days it's now sitting at 73
