I've seen a few threads about this but none that really answered my question:

-After I transfer my brew from my secondary to the corny keg can I go straight to carbonation? Or is it recommend that you wait a certain amount of time and wait for a recommended temp?

Go ahead and carbonate, but give the beer 3-4 days to stabilize if you force carbonate.
 
Ive also noticed that it comes out of the tap mainly as foam is that a matter of overcarbing or to much pressure in the tank?
 
Could be too short of a beer line. What's do you have your pressure set to and how long is your beer line?
