CO2 in O2 tanks

As long as it's a high pressure tank, there is no safety risk. High pressure O2 is stored at well over 1,000 psi. CO2 tops out around 800 psi (at room temperature).

I don't know anything about the legality, but I suspect that if you label the tank correctly (and potentially paint it a color other than green), it won't be an issue.

Do you mean the end-user can label them? And what is the universal CO2 color?

The shop that fills my cylinders labeled them for me free of charge. CO2 cylinders are usually plain aluminum or gray. Check with your supplier to see about the requirements and/or feasibility of filling your tanks. You may even be able to work an exchange of some sort.

Whoah, don't tell me that! I thought I had made a good score.

They definitely have different connectors. That's so that a stupid mistake doesn't end up hooking up the wrong kind of tank (or filled with the wrong material) and creating a situation where someone ends up really really dead.

Use the O2 tank to run oxygen in your wort. Or if you don't want to do that, you can probably find someone who does who'll swap you for a CO2 tank.

Find a place that does tank exchanges. They might let you exchange o2 cylinders for co2. I have done it before.

gaseous oxygen cylinders have CGA-540 valve connections, liquid CO2 tanks have CGA-320 connections.

i exchanged an extra oxygen cylinder for a steel mix cylinder (75% argon, 25% CO2) for my mig welder, and the gas supplier didn't change me anything extra for it since the cylinder i gave them was within hydrotest.
