Cloudy film in beer lines from water?

I'm not sure if this would be the correct place to ask, so please excuse me if there's a more appropriate forum, but I have been running water from my faucet into a corny and then through the beer lines in my kegerator while I'm testing some flow sensors I installed mid line. I've had water running occasionally, mostly sitting in the lines at room temp for about a month, and the lines have developed a white cloudy coating on the inside of the lines. I cut a piece of tube off and the substance wipes away with my finger and has no odor. I haven't tried anything to clean them other than running more water through them.

Do the lines need to be cleaned before I run beer through them? Do I need to clean my faucets and couplers as well? Do I just get new lines? Does anyone know what the film would be?

I would definitely clean it with hot water and PBW/Oxyclean followed by flushing them with starsan.
 
Thanks for the reply! I will try that in the next day or two and report back if that helped with the cloudiness in case anyone encounters this in the future.
