Entering a last minute local home brew competition. Never done it before.

guidelines are- 2 row must be used. 1 additional malt may be used.
cascade hops must be used, 1 additional hop may be used.
1 strain of yeast is allowed
1 specialty ingredient may be used.

Needing to be quick, and make a good summer beer, I opted to go with a SMASH IPA with cold brewed coffee.
12# 2-row
Hop additions were 2 oz @60
1 oz @ 30
1 oz @ 10
1 oz @ flameout
3 oz dry hopped.
Yeast was Opshaug Kviek
My question is does this classify as an IPA? It appears to be at 54 IBUs, but does that account for the bitterness (or lack thereof) of the dry hops ?
I don’t want to get DQ’d for categorizing as an IPA if it should be a pale ale due to IBUs.
 
Classifying a beer for competition is a matter of what it is in the glass, not on paper. What does it taste like? Is it a pale ale or an IPA?
It’s not super bitter or hoppy, but the notes of both are definitely there. It’s light due to only using the 2-row , never had or made a smash style beer before, so it’s hard to put a finger on it. I’ve had more bitter IPAs and seemingly pale ales, but I think that’s just because it’s so light and less complex that what I’m used to
